A leading HR services organisation seeks an HR Manager in Taiwan to lead payroll outsourcing and EOR operations, driving service excellence, client success, and regional team performance.

About the role:
The company is seeking an experienced HR Manager to lead a team of HR specialists delivering payroll outsourcing, Employer of Record (EOR), and HR consulting services to multinational clients.
This is a leadership role focused on service delivery, people management, client relationship management, and operational excellence. While hands-on payroll processing is not the primary responsibility, you will be expected to provide payroll guidance, resolve complex client enquiries, and ensure high-quality service delivery across multiple HR projects.
You will manage a team located across Taiwan and overseas, while working closely with regional stakeholders and HR technology implementation teams.
Key responsibilities:
- Lead and develop the HR Service Delivery team to ensure high-quality client service
- Manage payroll outsourcing, Employer of Record (EOR), HR consulting and other recurring HR services
- Serve as the key escalation point for complex HR, payroll and labour regulation enquiries
- Build and maintain strong relationships with corporate clients, ensuring service excellence and SLA compliance
- Collaborate with HRIS implementation teams on client onboarding and system deployment projects
- Oversee employee lifecycle services, including onboarding, offboarding, visa support and HR administration
- Drive continuous process improvement and operational efficiency across service delivery
- Coach and develop team members while fostering a collaborative, customer-focused culture
Candidate profile:
- Bachelor's degree in Human Resources, Business or a related discipline
- At least 8–10 years' HR experience, preferably in HR Operations, Compensation & Benefits, Payroll, HR Shared Services or HR Consulting
- Previous leadership experience managing HR operations or service delivery teams
- Strong knowledge of Taiwan labour regulations and payroll practices
- Experience gained from an HR outsourcing/service provider (e.g. payroll outsourcing, HR consulting, staffing) is highly preferred. Candidates with solid in-house HR Operations or C&B backgrounds are also encouraged to apply
- Strong stakeholder management and client-facing communication skills
- Business-level English communication skills
- Customer-oriented, adaptable, proactive and able to thrive in a fast-paced, growing organisation
