Role Summary

The HRSS Leader for Hong Kong and Taiwan is a key role responsible for overseeing HR operational services, payroll administration, and compensation and benefits (C&B) programs. This role ensures service excellence, compliance with local and global standards, and the development of a high-performing HR team.

Key Responsibilities

  1. HR Operations Management
  • Lead HR operational services teams in Hong Kong and Taiwan, ensuring quality service delivery to employees and managers.
  • Establish and monitor KPIs and SLAs, ensuring they meet organizational standards.
  • Manage workflows and prioritize requests from HRBP teams and stakeholders.
  • Identify and implement global process improvements and standardization initiatives.
  • Ensure compliance with local regulatory requirements and global HR policies.
  1. Payroll Leadership
  • Oversee payroll processes to ensure accuracy, timeliness, and smooth operations in both Hong Kong and Taiwan.
  • Ensure payroll and taxation practices comply with local market regulations.
  • Monitor the performance of payroll service providers, ensuring quality delivery.
  • Lead payroll process enhancements and align operations with corporate compliance requirements.
  1. Compensation & Benefits (C&B)
  • Serve as the primary contact for global and regional C&B programs in Hong Kong and Taiwan.
  • Partner with local HRBP teams to design and refine market-appropriate C&B programs.
  • Ensure C&B policies comply with local regulations and align with company standards.
  • Provide market benchmarking, data analysis, and strategic consultation to stakeholders.
  1. Team Leadership and Development
  • Manage, mentor, and develop a high-performing HRSS team, fostering a collaborative environment.
  • Provide regular feedback, performance reviews, and career development opportunities for team members.
  • Ensure appropriate resourcing to meet operational demands effectively.
  1. Stakeholder Engagement
  • Collaborate with HRBP teams to align HR services with business goals.
  • Actively contribute to global and regional HRSS projects, representing Hong Kong and Taiwan.
  • Build strong relationships with internal and external stakeholders to drive efficiency and service excellence.

Qualifications and Skills

  • Education: Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Experience: Proven track record in HR operations, payroll, or shared services leadership, preferably in an international setting.
  • Skills:
    • Excellent communication and interpersonal skills.
    • Strong analytical, decision-making, and problem-solving capabilities.
    • Proficiency in English (spoken and written); knowledge of Cantonese/Mandarin is a plus.
    • In-depth understanding of local labor laws and payroll regulations in Hong Kong and Taiwan.
    • Ability to thrive in a matrixed organization and handle multiple priorities effectively.
    • Agile mindset with a strong sense of accountability and attention to detail.
